Job Summary

This is a temporary, four-year limited position.  The Project Manager (Engineering and Construction) reports directly to the Director of Special Projects within the Department of Planning and Development. The Project Manager advances public realm improvements funded by the City’s Capital Improvement Program under the purview of the Department of Planning and Development including but not limited to pedestrian and bicycle safety projects on roadways, off road shared use paths, traffic calming, street and path signage, green infrastructure, stormwater, landscaping, road paving, sidewalk, and sewer and drainage improvements. This position provides technical and contractual oversight of engineering consultants and contractors for multiple projects while working in close collaboration with key stall from the Planning Department and the Department of Public Works.

Duties & Responsibilities

  • Manages projects in advanced engineering and construction of public realm improvements projects ranging in value from $100,000 to $20,000,000
  • Tracks, maintains, and manages project records, schedules, and budgets, contracts, insurance, professional service agreements, purchase orders, and change orders
  • Attends project meetings throughout engineering, permitting, bidding, and construction including staff meetings, consultant meetings, pre-bid meetings, pre-construction meetings, and weekly job site meetings.
  • Monitors progress of engineering and construction activities by meeting with consultants and contractors and ensuring engineering and construction activities move according to predetermined schedule
  • Ensures on-schedule completion within or below budget in accordance with contractual obligations
  • Prepares weekly internal reports pertaining to project statuses, issues, and milestones
  • Works on behalf of the City to draft project correspondence, facilitate project meetings, and resolve construction related field issues.
  • Plans ahead to prevent problems and resolve issues
  • Prepares RFQs and RFPs for engineering and construction of projects
  • Conducts bid analyses and prepares recommendations regarding bid awards
  • Establishes and coordinates necessary interaction among the project’s designers, contractors, subcontractors, communities, environmental regulators, utility companies, RIPTA, and other project stakeholders to respond to inquiries and disseminate information.
  • Reviews and comments on engineering and architectural plan sets, signal plans, landscaping plans, construction bid books, cost estimates, RFQs, RFPs and similar documents
  • Reviews and processes consultant invoices
  • Reviews, analyzes, and evaluates permitting schedules and consultant and contractor schedules
  • Tracks project progress and advises the City of possible overruns, and critical project issues
  • Inspects construction projects to ensure compliance with city standards, specifications, and plans
  • Performs quality assurance checks on a range of civil and transportation engineering projects to ensure consultants and contractors meet contractual obligations and that work performed complies with all specifications and requirements of the contract documents
  • Performs other duties as needed

Minimum Qualifications

  • Must have a Bachelor’s degree in Civil Engineering, Construction Management, Construction Engineering, or a related field plus at least five years demonstrated experience managing engineering and construction projects involving earthwork, utilities, road construction, and concrete
  • Rhode Island PE or ability to obtain licensure within 6 months of start date highly desirable, but not required
  • Must have a current, valid driver’s license
  • Must be able to work independently and as part of a team, remotely and in person. (The Project Manager shall be available during the City’s standard office hours Monday-Friday, 8:30 AM to 4:30 PM. This position will occasionally require work outside of the normal workday, especially during the construction season.)
  • Must be able to travel within Providence to attend in person meetings and field visits to job sites where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions
  • Must be able to extensively perform bending, kneeling, standing, as needed
  • Must be proficient in use of computers and technology and collaboration tools including Microsoft Word, Excel, Outlook, and PowerPoint, Google Docs, Google Sheets, Microsoft Teams, Zoom, Adobe Acrobat, Asana, and Blue Beam
  • Must be able to accurately read and interpret engineering and architectural plans, signal plans, specifications, cost estimates, engineering reports, construction bid books, contract documents, drawings, and similar documents for public improvement projects
  • Must have advanced, demonstrated knowledge of construction management processes, means, and methods
  • Must have advanced, demonstrated knowledge of contemporary engineering standards related to multi-modal street design and green infrastructure best practices including Complete Streets principles, RIDOT’s Linear Stormwater Manual, MUTCD, and NACTO urban bikeway and urban design guidelines
  • Must be able to act in an Owner’s Agent/Responsible in Charge role
  • Must have proven experience with municipal, state and Federal DOT construction and contracting regulations and procedures
  • Must be able to work independently and build relationships through teamwork
  • Must have excellent technical, project management, communications, and conflict management skills
  • Must be able to manage multiple fast-moving projects
