Town Planner – Town of Westborough

The Town of Westborough Planning Board seeks candidates for the position of Town Planner to perform highly-skilled administrative, supervisory and technical work in the monitoring, development and implementation of short-, intermediate-, and long-term planning initiatives in accordance with policies set by the Planning Board, Town bylaws and state laws. This position is appointed by, and reports to, the five-member elected Planning Board.

Westborough, MA (pop. 21,567), is located 12 miles east of Worcester and 29 miles west of Boston, at the intersection of Route 495, I-90/Massachusetts Turnpike and Route 9, Westborough is predominately a residential community made up of attractive neighborhoods, a vibrant downtown, an active commercial district and a strong business/industrial base. Led by a five-member Select Board and an appointed Town Manager, Westborough is a financially stable community that boasts substantial reserves and an AAA bond rating. The Town has a rich history and a strong commitment to preserving its heritage, while also providing the highest level of municipal services to its residents.

The Town completed a community-wide strategic planning process in 2018 that identified the development of a new comprehensive master plan and the development of options to enhance the diversity of housing stock in the community. In 2021 the Town approved a Climate Action Plan that provides a roadmap for dramatically and continuously reducing Green House Gas (GHG) emissions community-wide for the next 30 years. On September 21, 2021 the Planning Board voted unanimously to adopt the updated Master Plan. The Planning Board created a Master Plan Implementation Committee which began meeting in the fall of 2022. This committee includes 13 members made up of representatives from the Planning Board and Select Board, the Town Manager and 10 residents.

Key responsibilities of the Town Planner position include, but are not limited to, providing professional staff support to the Planning Board and Design Review Board; undertaking comprehensive planning studies; providing oversight and guidance in the implementation of the Town’s Master Plan; and providing technical assistance and information pertaining to land use/development to citizens, landowners, developers, attorneys, engineers and other parties.

The ideal candidate will be looking to join a team that values professionalism, accountability, integrity and responsiveness. Qualifications include the following: Master’s Degree in urban or regional planning, public administration, or related field and five years of progressively responsible planning experience including supervisory and administrative experience or equivalent education and experience; a valid driver’s license; and the ability to attend Planning Board and other public meetings, some of which may be held outside of normal working hours.

The salary range for this full-time, benefit-eligible position is $80,808-$109,148; starting salary commensurate with qualifications and experience.
