PRINCIPAL COMPREHENSIVE PLANNER

SUMMARY OF POSITION: Leads research, statistical analysis, comprehensive plan writing, information management and communication in connection with the Plan of Conservation and Development and other plans and studies related to the development of the Town of Manchester.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and practices of urban and regional planning. Ability to compile, process and evaluate data and prepare technical reports based upon such research. Superior writing ability and ability to communicate effectively in oral, written form. Skill in graphic display of information including maps, charts, images, photographs, and tables. Ability to develop work programs and complete assignments in a timely and complete manner. Some knowledge or ability to learn computer applications for data management and planning analysis including GIS. Ability to interpret and follow instructions on Federal/State regulations. Some knowledge of Department of Housing and Urban Development regulations and processes. Some knowledge of zoning, subdivisions, and site plan/urban design. Ability to deal courteously with the public and to maintain effective working relationships with Town officials, staff, and advisory boards. Skilled in engaging with diverse populations. Multilingual skills highly desired. Experience leading and supervising employees and/or teams.
MINIMUM TRAINING AND EXPERIENCE: Master’s Degree in Urban and Regional Planning or a closely related field, plus three (3) years of professional experience in a Planning office performing work related to the functions of a municipal planning department. Some supervisory experience and/or AICP certification preferred. Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his/her designee.
