Job Summary
The City of Providence seeks a planner to join the Special Projects team within the Department of Planning and Development. This is a unique opportunity to join a passionate team of professional planners working on innovative community engagement, policy, and implementation related to a wide variety of projects involving comprehensive planning, neighborhood and corridor planning, multi-modal transportation, streetscapes, urban design and redevelopment planning, affordable housing, environmental planning, and resilience. Under general supervision of the Deputy Director of Planning and Development or designee, the Planner performs responsible administrative, technical planning, and urban redevelopment work of a complex and professional nature in assisting the Deputy Director for Planning, the Director of Special Projects and Principal Planners in the completion of planning projects; and related work as required. Work assignments are received from a superior and are usually general in nature. Work elements include writing, public speaking, and the use of various types of computer software and programs including word processing, spreadsheets, databases, presentation, mapping, and graphic design. Work is reviewed in its broader aspects for compliance with the standards and principles of community planning.
Salary and Hours
Starting salary of $54,408 with annual step increases up to $61,085.
35 hours per week (8:30 AM-4:30 PM with one hour lunch; occasional evening or weekend meetings with compensatory time). Excellent benefits.
Note: New employees will be compensated at a wage rate of fifteen percent (15%) below the contractual rate of pay for the period of July 1, 2019 to June 30, 2022. Wages for new employees will be increased in five percent (5%) increments annually on the anniversary of the date of hire. On June 30, 2022, new employees shall receive the full contractual rate. This rate does not apply to IT Department positions
Duties & Responsibilities
- Participates in the organization and development of the planning and urban redevelopment program.
- Coordinates technical and administrative staff in the completion of assigned projects.
- Assists in the compilation and interpretation of physical, social, and economic data used in the analysis of planning and urban redevelopment problems and in the design of the solutions to these problems.
- Prepares written and graphic reports using computerized word processing, graphic design, presentation, mapping, spreadsheet, database software, and other software devices.
- Prepares and delivers presentations to City boards, technical and neighborhood groups on planning and redevelopment matters.
- Acts as technical advisor to other city staff on planning-related issues and urban redevelopment studies.
- Assists in the evaluation of data affecting location and design of projects.
- Represents the Department at conferences and work related meetings as required.
- Performs other related duties as required.
Minimum Qualifications
- Master’s degree in planning from a college or university accredited by the American Planning Association or a Master’s degree in a field related to planning such as architecture, landscape architecture, historic preservation, urban design, or urban studies, with coursework in planning; or a Bachelor’s degree in planning or a field related to planning such as architecture, landscape architecture, historic preservation, urban design, or urban studies, with three years experience in planning.
- Detailed and demonstrable knowledge of the principles, practices, and techniques involved in city planning including, but not limited to, capital improvement planning, comprehensive planning, urban redevelopment programs, zoning ordinances, historic preservation, urban design, and land development regulations; administering planning projects; assigning and supervising the work of technical staff; and giving presentations to technical groups on general planning and urban redevelopment matters.
- Ability to perform complex technical research and analysis, compile comprehensive reports, work with computers and computer programs, and make recommendations for the practicable applications of findings.
- Ability to communicate effectively and courteously.
- Ability to establish and maintain effective working relationships with City officials and the general public.
- Experience in Microsoft Word, Excel, PowerPoint, Outlook and Adobe Creative Suite, including Adobe InDesign, Illustrator and Photoshop. Experience or interest in web design, graphic design, and ARC GIS is desirable.
