Zoning Enforcement Officer – Darien, CT

Location:              Planning & Zoning Division, Town Hall, 2 Renshaw Road, Darien, CT

Hours:                  35 hrs. wk./8:00 a.m. to 5:15 p.m., Monday – Thursday (4-day work week)

Compensation:    $77,297 to $95,667 DOE (Grade: TC-6)

Job Summary:  Serves as the Zoning Enforcement Officer and performs inspections, and investigative and administrative duties to assure that residential, commercial and other properties comply with zoning regulations of the Town and with related State statutes. Reviews and issues all zoning permits.

Supervision Received:  Works under the general supervision of the Director of Land Use.

Examples of Essential Duties:

  • Appointed by the Planning and Zoning Commission as Zoning Enforcement Officer for the Town:
    • Receives and investigates zoning violation complaints, issues field notices to violators, follows up to ensure violations are corrected, issues cease and desist orders, as necessary, confers with the Town Attorney in enforcement or interpretive matters and appears in court, as necessary, to support enforcement or petition procedures;
    • Maintains public records of all violations of Town zoning regulations, the disposition thereof and such other records as the Planning and Zoning Commission may direct;
    • Signs off on Certificates of Approval and Certificates of Occupancy for Planning and Zoning Division;
    • Supervises the calendar of the Zoning Board of Appeals;
  • Explains options and alternatives to applicants and the public to ensure compliance with regulations;
  • Provides guidance to the public on land use regulatory matters, including technical advice, interpretations and determinations;
  • Carries out site visits to determine compliance with regulations;
  • Organizes and maintains files on application work, inspection and review and conducts regular and periodic inspection of residential, commercial, and other properties throughout Town to ensure compliance with zoning regulations and related State statutes;
  • Reviews zoning regulations and recommends revisions as needed;
  • Provides staff support and technical assistance to the Architectural Review Board (ARB) and may provide consultation and assistance to other land use commissions and boards;
  • Coordinates the preparation and distribution of meeting materials, agendas, and minutes for the Architectural Review Board (ARB) and any other board or commission to which assigned;
  • Prepares interpretive materials of zoning regulations for public information;
  • Coordinates, with Building, Public Works and Public Safety administrators, the site plan review of proposed residential, commercial and other developments for recommendations to the several land use commissions;
  • Prepares, maintains, and stores maps depicting land use, zoning districts, and physical and social features of the community and arranges for the convenient use of maps and other department reports and documents by the public;
  • Assists in public information programs to maintain zoning and related standards;
  • Attends civic and professional meetings, related functions to promote the interests of the Town;
  • Participates in ongoing professional education and training, including membership in public zoning enforcement and/or planning organizations to maintain current knowledge in the field; and
  • Performs other related duties as assigned.


  • Bachelor’s degree required, Master’s degree preferred, in Planning, Community Development or related field from an accredited college or university. Three (3) years of increasingly responsible experience in zoning enforcement, municipal planning, community development or a related field.
  • Certified Zoning Enforcement Officer (CZEO) certificate must be obtained by January 1, 2023, and then maintained while holding this position.
  • Proficiency with computer software including Microsoft Office Suite (Outlook, Word, and Excel) and permitting software (knowledge of OpenGov preferred), and ability to stay current with technology related to the position;
  • Knowledge of research techniques involved in municipal planning, including problem definition, data collection and analysis;
  • Excellent organizational skills;
  • Knowledge of the principles and practices of municipal planning, Town zoning regulations, as well as State statutes related to zoning;
  • Knowledge of land use regulations and statutes, and ability to explain them to the public;
  • Ability to deal effectively with the public, gaining their cooperation in matters of zoning regulation and enforcement;
  • Ability to interpret a variety of plans furnished in written or diagrammatic form;
  • Ability to write clear and concise reports and correspondence, and to present oral reports; and
  • Incumbents in this class may be required to travel and are required to possess and retain a valid Motor Vehicle Operator’s license.
