Comprehensive Planner – Southeastern Regional Planning and Economic Development District

Under the supervision of the Comprehensive Planning Manager, with potential tasks also to be completed for the Transportation Planning Manager, the Director of Environmental Programs, and various project managers, the Comprehensive Planner contributes to the diverse work program of a busy and growing Regional Planning Agency.

The position’s work program requires an understanding of the principles, practices, and methods of land use and transportation planning and related technical assistance. Aptitude for data management and analysis, graphic and map production, clear communication (both visual and written), and civic engagement are all essential. Familiarity with Massachusetts zoning, environmental, and housing legislation is preferred, but not required.

The position’s work responsibilities include:

  • Collecting, organizing, describing, and presenting various forms of data, including but not limited to land use, socioeconomic, housing market, infrastructure, and various other data for plans, studies, and reports
  • Designing, managing, and editing complex GIS datasets
  • Responding to internal data requests on an as-needed basis
  • Graphic production and design of maps, diagrams, icons, charts, and figures for a variety of projects
  • Conducting land use analyses and scenario planning
  • Creating flyers and press releases in support of public outreach efforts
  • Completing occasional field work (e.g., culvert surveys, assisting with drone flights, 3-D building scans); willingness to become an FAA-certified drone pilot
  • Communicating effectively with internal staff and agency partners
  • Constructing and updating web pages
  • Initiating, scheduling, and presenting work at public meetings
  • Communicating effectively with internal staff and agency partners
  • Executing social media posts in coordinating with project managers
  • Performing other duties as needed

Attendance at some night and/or weekend meetings will be required. SRPEDD is working remotely during the COVID-19 pandemic; we will return to in-person operations as soon as it is safe to do so.

Experience with the following items is required:

  • ESRI software, including ArcGIS Pro, ArcMap, and ArcGIS Online
  • Adobe Creative Suite
  • Strong data analysis skills
  • Data management best practices
  • Cartographic principles and technical methods, including labeling
  • Microsoft Office Suite
  • Strong graphical communications skills
  • Knowledge of WordPress website content management systems
  • Understanding of and ability to discuss various types of justice and diversity (racial, ethnic, linguistic, age, ability, gender, sexual orientation, gender identity and expression, immigration status, and more), as they relate to planning, data interpretation, and policy
  • Public and community outreach and collaboration
  • Research and writing skills with the ability to switch between technical and narrative styles

Familiarity with the following items is preferred: 

  • Python, SQL, R, or another related programming language
  • Massachusetts datasets such as MassGIS Standardized (“Level 3”) Parcels, zoning, Road Inventory File, crash data, transit networks, and environmental layers
  • Topics related to regional/urban planning
  • ArcGIS Story Maps, Survey123, and ArcGIS collector
  • Proficiency in one or more non-English language spoken in our region (Spanish, Portuguese, Haitian Creole, and/or Chinese)

Education Requirements: 

A Bachelors in Geographic Information Science, Geography, Urban/City Planning, or a closely related field.  A Master’s degree in Urban/Regional/City Planning or closely related field is a plus; AICP membership is also a plus.

Preferred Experience: 

Two to three years working in urban/Regional/City Planning or a closely related field is preferred.

Starting Salary:

$50,000 to $60,000, depending upon qualifications.
