Department: Community Planning and Economic Development Department
Location: 566 Washington Street, Norwood
Status: FLSA Exempt, Permanent full time, 40 hours per week
Salary: Grade N08, FY21 $1,147.79-$1,216.72 Weekly salary range exceeds the hiring range
Additional 5% may be granted for candidates with related master’s degree
General Summary: The purpose of this position is to perform technical, professional, administrative, and supervisory community planning and economic development work relating to the review of proposed private and public development projects, writing and administration of grants, data collection and research, community development, geographic information system (GIS) mapping, economic development and all other related work as required. Works under the general direction of the Director of Community Planning and Economic Development; works according to Town policies, procedures, laws, or special directives.
Essential Job Functions:
- Design and maintains databases to track real estate development projects and development trends. Reviews major and minor site plan and Special Permit applications and other projects and plans.
- Facilitates the implementation of recommendations within various town plans and studies. Makes recommendations for amendments to the Zoning Bylaw and Planning Board Rules and Regulations.
- Conducts site inspections and advises residents, property owners and real estate developers on land use regulations and compliance. Prepares various types of grant applications.
- Utilizes GIS to produce maps and conduct analysis of land use trends.
- Assists with the administration of the Community Preservation Act (CPA).
- Attends meetings and provides administrative and professional support to the Planning Board and other Board/Committee meetings as required. Represents the Department at various federal, state and regional planning and regulatory agencies at meetings and/or conferences.
- Updates and maintains the department’s web page and web pages for other committee’s supported by the department. Establish and maintain communication with the public through social media.
- Prepares the department’s budget and Annual Reports.
- Performs similar or related work as required, or as the situation dictates.
Recommended Minimum Qualifications:
- Bachelor’s degree in urban or regional planning, public administration or a related field, Master’s degree in urban and regional planning preferred.
- Three to five years of experience in municipal planning, regional planning or related field, or any equivalent combination of education and experience.
- Ability to read and interpret plans, maps, laws, specifications, codes, bylaws and regulations. Ability to create maps and conduct analysis using GIS.
- Ability to clearly and effectively communicate in oral and written form. Ability to speak in public in front of audiences of all sizes. Ability to multitask, be flexible and change task directions in midstream.
- Ability to attend regular evening meetings outside of the course of the normal workday.
- AICP (American Institute of Certified Planners) certification is highly desirable.
