Under the supervision of Director of Planning & Economic Development or a designated superior, performs professional and responsible planning work in connection with municipal planning, resource development, housing, community development, and special projects. Assignments are usually received from supervisor in some detail; the extent of detail depends upon the difficulty or nature of the assignment.
Duties may also include: subdivision and development plan review, review of environmental and open space issues, city and recreational facility planning, computer mapping, graphics for department’s use and presentations; work on capital improvement budgets and prepare written reports. This position will also prepare and provide monitoring reports of the city’s annual capital improvement plan in coordination with the Finance Department. The position will have specific focus on community development and provide assistance to the City’s CDBG program. Responsibilities will range from developing community priority needs and strategic grant investments in housing, economic development, public services, neighborhood infrastructure and facilities improvements. Additional duties will include performing environmental reviews, monitoring sub recipients, and various grant administration duties such as maintaining accurate accounting records of grant revenues and expenditures. The incumbent must exercise independent judgment in competing assignments in planning work details and making technical decisions. Performs related work as required and assigned.
DESIRABLE ABILITIES, KNOWLEDGE AND SKILLS
Ability to organize planning research, make preliminary determinations and summarize results in written reports and graphic form. Ability to analyze planning projects and designs. Ability to maintain cooperative relationships with government officials, community boards and the public. Thorough knowledge of planning legislation, Federal and State planning regulations, and guidelines. Ability to prepare and make public presentations on major planning reports and Special Projects. Background in basic accounting and budgeting skills is also desirable.
Graduation from a recognized college or university with a Bachelor’s Degree in Planning or related field preferred and a minimum of one year of responsible professional municipal experience or Master’s Degree in a related field; must be able to utilize computer programs to conduct planning research and analysis; experience with MICROSOFT, EXCEL, DATA BASE DEVELOPMENT and (GIS) preferred; familiarity with Community Development, Budgeting, Financial Analysis and Planning regulations and guidelines; or any equivalent combination of experience and training which provides the desired abilities, knowledge and skills.
