Program Manager – Greater Portland Council of Governments

The Greater Portland Council of Governments (GPCOG) is seeking a Program Manager to lead its Resilience Corps program, overseeing a team of AmeriCorps members delivering service and building economic resilience in the region’s towns, cities, and transit agencies.

The Resilience Corps Program Manager will interface and engage with host sites to define clear scopes of work for, oversee, and support projects as well as provide training, development, and logistical support to AmeriCorps staff.  The Program Manager also will engage host sites and stakeholders to identify program and investment opportunities to overcome disparate impacts on communities of color and other vulnerable populations (due to age, income, disability, etc.). Consequently, the Program Manager will need to be well organized, be an excellent communicator, have a demonstrated track record of project management, and be comfortable with setting up new program policies, procedures, and protocols.  As a new program, The Program Manager will have the opportunity to help lead the design, structure, and strategy as well as recruit, select, and train the inaugural class of members.

The Program Manager will report to The Director of Innovation and Resilience, and will directly manage up to 14 AmeriCorps members who will have a diversity of backgrounds, skill sets and professional experience in support of GPCOG’s member communities, the region’s transit agencies, the Maine Department of Transportation, and the Maine Turnpike Authority.

We seek a Resilience Corps Program Manager who has:

  • Experience with local government
  • Strong skills in project management
  • Experience in designing and coordinating experiential educational programming, especially incorporating racial equity, social and environmental justice
  • Experience managing staff and directing project teams.
  • Outstanding written and oral communication skills.

Skills and abilities in the following areas are a plus:

  • Strong public engagement and presentation skills.
  • Experience with local government.

The successful candidate also will have at least three years professional experience, preferably an advanced degree in environmental policy, environmental science, education, public policy, public administration, or other related discipline from an accredited college or university, a driver’s license, and the ability to attend night and weekend meetings as required. GPCOG seeks candidates with lived experience as a member of a community of color and/or other vulnerable population working to advance equity and justice.

About the Program

Partnering with Volunteer Maine and AmeriCorps – The Greater Portland Council of Government (GPCOG) seeks to deploy approximately 14 Full-time AmeriCorps Members to support the resilience capacity of member communities and the region. As a program of the Greater Portland Resilience Exchange (GPREx), the Resilience Corps will provide dedicated support to the region, its municipalities, transit providers, and other community partners in a range of services including, but not limited to:

  • Assessing community facilities as resilience hubs for crisis response including wireless internet, electric charging, distributed energy generation and storage and appropriate social distancing
  • Supporting community broadband planning to ensure universal community connectivity
  • Supporting new partnerships to provide enhanced digital services
  • Serving as “social distance” liaisons in support of vulnerable populations
  • Facilitating contact tracing programs and protocol
  • Engaging small businesses to evaluate needs and priorities in relation to the needs and priorities of local government and community organizations.
  • Improving racial and social equity through engagement with diverse populations
  • Addressing the imminent needs of the homeless population during pandemics
  • Addressing the impacts of climate change on local communities

Like other service programs, the Resilience Corps will provide basic training in community organizing, communications, and specific project-related tasks. It also will help build the next generation of municipal leaders as members gain insight into government operations; community relations; governmental digital services; and the interconnections between economic and civic partnerships.
