Job Responsibilities: This position is a professional and administrative position in the City of Waltham, Massachusetts, Planning Department involving the administration of the City’s Community Development Block Grant (CDBG) Entitlement grant including compliance, financial management, citizen participation, subrecipient monitoring, contract administration and preparation of plans and reports. This position reports to the Planning Director and is primarily responsible for the administration, financial management and oversight of the City’s CDBG Entitlement grant. Responsibilities shall include but not be limited to knowledge and interpretation of federal regulations for CDBG and HOME Programs. Responsible for coordinating the preparation of the Consolidated Annual Action Plan and CAPER. Maintains the HUD Integrated Disbursement and Information System (IDIS). Performs financial management of all accounts including grants. Reconciles accounts with IDIS and the City. Assists with subrecipient monitoring and assists sub grantees and vendors with compliance with federal regulations including Section 3 and Davis-Bacon. Submits relevant reports as required by HUD. Prepares and oversees execution of contracts and grant agreements. Implements the Citizen Participation Plan including coordination with citizens, non-profits, and the City. Coordinates environmental review compliance of HUD funded activities in the HUD funded activities in the HUD Hero System. Ensures activities comply with program regulations. Maintains project files for beneficiary and other compliance documentation. Work with auditors and HUD representatives to ensure accuracy and compliance of all regulations. Qualifications: Master’s degree in Urban Planning or other related field; five years of municipal planning experience with a focus on the Federal Community Block Grant program; or any equivalent combination of education and experience. A valid motor vehicle operator’s license is required. Must successfully pass a Criminal Offenders Record Information (CORI) and a pre-employment physical with drug and alcohol screening.
Rate of pay: $38,429.50 Pro-rated sick, vacation and holiday time-No health benefits
Hours: 19 hr. flexible schedule to be determined with Supervisor
