Under the supervision of the Director of Comprehensive Planning and Housing, with potential tasks also to be completed for the Transportation Planning Manager, the Comprehensive Planner performs a wide variety of planning work necessary to support the day-to-day functions of a busy Regional Planning Agency (RPA), one of thirteen across the Commonwealth of Massachusetts, with responsibility for twenty-seven municipalities (four cities and twenty-three towns; 2017 population 633,317).
The position’s work program requires an understanding of the principles, practices, and methods of land use and transportation planning and related technical assistance. Strong data collection and analysis skills are also essential. Familiarity with Massachusetts zoning, environmental, and housing legislation is preferred, but not required.
Job duties include: conducting land use analyses and scenario planning, assisting with the development of transportation and other planning-related studies, drafting plan elements (master plans, regional transportation plans, housing production plans, open space and recreation plans, etc.), and preparing bylaw amendments. Additional responsibilities include working with local committees and making presentations at public meetings, completion of occasional field work (e.g. culvert surveys, assisting with drone flights, and bus riding), coordinating efforts with colleagues, helping facilitate enhanced planning coordination across the SRPEDD region, and other duties as assigned. Attendance at some night and/or weekend meetings is required.
A Master’s degree in Urban/City Planning, Civil Engineering, or closely related field is preferred; AICP membership a plus.
The ideal candidate will have experience using ESRI ArcGIS (with possible CommunityViz or CityEngine experience), the Adobe Creative Suite, and Microsoft Windows-based software programs. In addition, strong visual and verbal communication skills are required, including the ability to communicate effectively with area elected officials, colleagues, and members of the public.
Position may be filled at a lower or higher level, depending upon qualifications.
