The American Planning Association- Massachusetts Chapter (APA-MA) and the Massachusetts Association of Planning Directors (MAPD) (together, the “Planning Organizations”) represent over 1,400 professional public and private sector planners with a breadth and depth of disciplinary expertise ranging from land-use and zoning, to economic development, environmental preservation, and housing policy and production.
The Planning Organizations are proud to support HB 3507 “An Act to Promote Housing Choices” filed by Governor Baker and his Administration. This legislation will make it easier for communities to develop and plan for growth while addressing the housing crisis cities and towns across Massachusetts are facing.
Most importantly to professional planners, this bill will:
- Reduce the supermajority vote of local legislative bodies to change zoning law relative to housing proposals to a simple majority
bringing Massachusetts closer to the national standard.
- Allow at least 10% affordable units in a transit-oriented mixed use developments by a simple majority for a zoning change
- Encourage and reward communities for promoting housing production.
