Request for Proposals – Revision of Zoning, Subdivision, and Aquifer Protection Regulations

Town of Litchfield, CT

The Town of Litchfield is accepting proposals/qualifications for revision of zoning, subdivision, and aquifer protection regulations. All proposals must be submitted in accordance with specifications supplied by the Town of Litchfield Land Use Department, (860) 567-7565. Proposals/qualifications will be received at the Office of the First Selectman, 74 West Street, Litchfield, CT 06759 until May 12, 2011 at 11:00 a.m. and will be opened and read publicly at that same time in said office. Work shall commence on July 1, 2011 and be completed by December 1, 2011. The Town of Litchfield reserves the right to waive the technical defects in the proposals, to reject any proposal which does not conform to the terms and conditions described in the proposal documents, to accept or reject any part of any proposal and to reject all proposals and again invite proposals.

No bidder may withdraw a bid within 60 days after the bid opening.

Request for Proposals – Consulting Services related to Planning, Community Development and Design

Southeastern Regional Planning and Economic Development District

The Southeastern Regional Planning and Economic Development District (SRPEDD) is seeking the services of a Planning and Real Estate Consultant (the Consultant) to develop a market feasibility study for establishing a regional Transfer of Development Rights (TDR) Program for southeastern Massachusetts. The selected Consultant should have significant experience in conducting market analyses and feasibility studies for TDR programs.

This project is part of the South Coast Rail Technical Assistance and is funded through the South Coast Rail project, part of the Massachusetts Department of Transportation (MassDOT). MassDOT and the Executive Office of Housing and Economic Development jointly manage the technical assistance program and SRPEDD is a regional planning agency and contractor to the Commonwealth for the provision of services to 27 cities and towns in the South Coast Corridor region.

Request for Proposals – Chicopee West End Neighborhood Brownfields Planning Project

Pioneer Valley Planning Commission & City of Chicopee

The Pioneer Valley Planning Commission (PVPC) has been awarded funds from the US Environmental Protection Agency’s FY 2011 pilot Brownfields Area-Wide Planning program. Design services are needed to develop a plan for revitalization of the West End of downtown Chicopee, MA, that focuses on cleanup and redevelopment of brownfield sites. This project will examine at least nine known or suspected brownfields within the study area. Planning elements will include a study of existing site conditions (land use, environmental, and infrastructure), a market study to evaluate site re-use options, development of site-specific and area-wide strategies for brownfields revitalization, and an implementation plan. Community involvement will be emphasized from the inception of the project and will inform re-use planning.

The RFP will be available from the time of this notice until the due date specified below in digital format. Request for Proposals – Tanner Street District Brownfields Area-Wide Planning

City of Lowell, MA

The City of Lowell (City) is soliciting proposals from qualified urban planning, environmental planning, and/or planning and engineering firms (“Consultant”) to provide professional planning services for a Brownfields area-wide planning study focused on economic development and environmental remediation strategies for the Tanner Street District in Lowell, MA.  The project will assist the City is completing a Brownfields area-wide planning study with funding provided by the U.S. Environmental Protection Agency. The City intends to utilize this study for the creation of a state approved and locally adopted Tanner Street Urban Renewal District in compliance with Massachusetts General Laws, Chapter 121B.

Request for Proposal – Comprehensive Design Guidelines Manual

Town of Dedham

This request for proposals (RFP) sets forth the procedures and requirements to be utilized by the Town of Dedham in the selection of an urban design consultant to provide professional services to develop a Comprehensive Design Guidelines Manual.

The Town of Dedham has a wealth of historic architecture and cultural resources that appeal to businesses and residents.  In an effort to guide future development, the Town of Dedham proposes to develop a comprehensive town-wide Manual of Design Guidelines.  The manual will establish specific design standards for use by residents, business owners, and developers.  Overall, this project will provide a much-needed guide for the Town’s efforts to promote high-quality, architectural appropriate development.

The proposed scope includes research of Dedham’s historic architecture and design traditions and an analysis of existing Town design guidelines and regulations including the Zoning Bylaws, Sign Code.  The final product will be a user-friendly manual, which will include design objectives and guidelines, diagrams, photographs and other information necessary to clearly illustrate appropriate design principals for buildings, storefronts, streetscapes, landscapes, site plans and signage.  The manual will be distributed to building owners and potential developers for use when constructing and/or improving their building.

Request for Proposals – OSRD Zoning Bylaw

Town of Wellesley

The Town of Wellesley Planning Board (hereinafter referred to as “the Board”) is seeking to engage a planning consultant (herein¬after referred to as “the consultant”), for the purpose of developing a new Open Space Residential Design (cluster development) Zoning Bylaw for the Town (herein after referred to as “the Project”).

The Wellesley Zoning Bylaw has had a provision for alternative area regulations or “cluster” development since 1970, but the provision has never been used and the Town has not been able to realize the potential benefits of cluster development.

This Project, which is more specifically defined below, shall:

  • Analyze best practices in Open Space Residential Design (OSRD) options and assess which elements of these land use approaches could be successful in Wellesley with the current developable land constraints and the multitude of environmentally sensitive areas in Town;
  • Identify feasible incentives that might reasonably encourage the utilization of OSRD; and
  • Produce draft zoning language and implementation strategies for OSRD.

Request for Proposals – Westport Affordable Housing Services

Town of Westport

The Town of Westport, acting through its Affordable Housing Trustees of the newly created Westport Affordable Housing Trust Fund, is inviting proposals from qualified individuals to assist trustees in developing programs and documents to support the production and preservation of affordable housing in Westport, MA.  The consultant would work on a part-time basis, approximately 10 hours per week on average, at a rate of $65.00 per hour, to develop a variety of programs funded by trust assets, including but not limited to establishing a housing assistance office at Westport Town Hall, where space has already been obtained for such use, completing predevelopment work for an FY11 initiative, producing an action plan for FY12 and FY13, among other projects.

This position is intended as a potential one-year contract renewable upon mutual agreement and budget allowances at the end of FY11.  Minimum requirements are a Bachelor’s Degree plus three years experience working in affordable housing or Master’s Degree plus one year working in affordable housing.  We seek a consultant who can produce the desired end products through a highly interactive and consensus building process  The selected individual will have experience both in planning and implementation of municipal affordable housing programs in Massachusetts.  Familiarity and direct experience with trusts in advantageous.

New Bedford Housing Authority

New Bedford Housing Authority is inviting proposals from qualified Development Advisory Consultants to provide services for the preparation and submission of a Planning Grant application to the U.S. Department of Housing and Urban Development under the Choice Neighborhoods Initiative Program.

Development Advisory services include but are not limited to:  study phase to identify neighborhoods using HUD criteria; solicit input on potential neighborhoods; prepare conceptual redevelopment plan;  assist NBHA with defining development goals for unit mix, fees, ownership options, etc.; and assist NBHA with preparation of Planning Grant application.

Development Advisory Consultants must have demonstrated experience in large scale urban master planning, working with community residents and public officials on development plans, and knowledge of public/private development process.

The FRP is available on the NBHA website at http://www.newbedfordha.org/.  Proposals are due no later than 4:30 PM on Monday, August 16,2010 in the Modernization Office, 725 Pleasant Street, New Bedford, MA 02740.  If mailed, proposals must be received by this time and date to be considered for evaluation.  New Bedford Housing Authority reserves the right to reject any and all proposals; and a contract shall be awarded by the Board of Commissioners of New Bedford Housing Authority.
