<p>The Commercial &amp; Industrial Development Manager (CIDM) will be responsible for promoting and supporting commercial and industrial development activities in Worcester under the leadership of the Director of Business Assistance. Responsibilities include the development of new commercial and industrial space, fostering the growth of critical and emerging industry sectors in the City; implementation of brownfield remediation programs and activities, and project management for significant commercial and industrial development activities. The CIDM will also assist with business attraction/retention efforts, focusing on commercial and industrial properties; identify and inventory existing commercial and industrial space to provide site search assistance to existing and new companies; assist in the acquisition, disposition and marketing of city-owned properties for development purposes; and serve as project manager for the South Worcester Industrial Project and other commercial/industrial partnerships and initiatives. The CIDM will prepare presentations/materials/memoranda and represent the Business Assistance Division and the City at City Council meetings, community meetings, and in other public forums as required. The CIDM will perform all other duties as assigned to further the City&#8217;s economic development agenda.</p>
<p>The successful candidate will demonstrate strong oral and written communication skills; proven ability to work with diverse organizations/interests; direct experience with real estate development and project management; proven experience with brownfield remediation programs; an understanding of Massachusetts&#8217; governmental structure and programs; experience in implementing commercial and industrial programs; and proficiency in Microsoft Word, Excel, and PowerPoint. Ability to work some nights and weekends as required.</p>
<p>Minimum Requirements: Bachelor&#8217;s Degree plus a minimum of six (6) years of experience in the field of or related to economic development, real estate development, business administration, finance, or public policy/administration. A comparable combination of education and experience will also be considered. Preferred: Master&#8217;s Degree plus a minimum of four (4) years in the field of or related to economic development, real estate development, business administration, finance, or public policy/administration plus public sector experience in mid- to large-city setting in economic development and project management.</p>

2. Develops an Annual Action Plan as well as a Consolidated Action Plan every five years.<br />
3. Prepares required documentation for receipt and management of HOME funds through the WestMetro HOME Consortium.<br />
3. Administers the CDBG and HOME Programs, including supervising staff and reporting on grant programs, activities and expenditures.<br />
4. Oversees the work of subrecipients, which typically provide social or public services, to insure compliance with agreements entered into with the Town for the use of CDBG and/or HOME funds.<br />
6. Works with municipal departments and quasi-public agencies, including those to whom CDBG funds are allocated for the construction of public facilities or infrastructure.<br />
7. Responds to requests from the Director, Town Manager and Board of Selectmen for information relative to the CDBG and HOME Programs.<br />
8. Coordinates warrant articles for Town Meeting including preparation of articles, meeting with standing committees as necessary, and submitting the proposed CDBG budget for approval of Annual Town Meeting.<br />
9. Represents the Town with the WestMetro HOME Consortium.<br />
10. Prepares the annual CAPER that reflects program performance during the prior fiscal year and success in meeting HUD national goals and priorities.<br />
11. Advises the Director, Town Manager and Board of Selectmen on housing and community development programs and policies as necessary.</p>
<p><span style="text-decoration: underline;">Job Qualifications</span>:<br />
Requires a Master’s Degree in Planning, Public Administration or related field plus a minimum of five years of experience with Community Development Block Grant and HOME Programs for an entitlement community. An equivalent combination of education and experience may be considered. Supervisory experience is preferred. Computer literacy with a proficiency in word processing is required; proficiency in IDIS is desirable. Excellent communication skills, both verbal and written, and the ability to exercise tact, diplomacy and maintain confidentiality are essential. Proven ability to work well with citizens, local officials and federal and state agencies is mandatory.</p>
<p><span style="text-decoration: underline;">Education and Experience</span>:<br />
Must have a Master’s Degree in Planning, Public Administration or a related field and a minimum of five years of experience with Community Development Block Grant and HOME Programs for an entitlement community. 		<description><![CDATA[Allston Village Main Streets (AVMS) is seeking a part-time program assistant to help the executive director and Main Streets committees with facade/sign program marketing and administration; fundraising support; event-planning; volunteer recruitment and management; businesses outreach; administrative support (correspondence, mailings, database maintenance, banking, etc.); and other projects to be determined as needs arise and according to the assistant’s skills and interests.

		<description><![CDATA[Join the Friends of MetroFuture for a boat tour of the Lower Mystic River on September 16th from 5:15 PM to 7:15 PM.  The Lower Mystic is an urban river with a history of abuse and neglect, but you will discover that the river has many success stories and that there is a concerted effort to continue to improve water quality and recreational access.  We will explore new developments and budding parks on old brownfields, as well as what is in store for the future that will make the Lower Mystic a resource for Boston area residents to cherish.
Registration is required and space is limited.  MetroFuture will cover half the cost of the tour, lowering the cost to participants to $10.  Click here to register or for more information.
