Senior Planner – Town of Ipswich

The Town of Ipswich is seeking a candidate for the position of Senior Planner in its Department of Planning & Development. The position is described below:

The Senior Planner manages the planning function for the Planning & Development Department, performing advanced professional work on a range of land use/planning issues. Responsibilities include preparing and coordinating planning studies, reviewing development applications, providing staff assistance to the Planning Board, Zoning Board of Appeals, Design Review Board, Historical Commission, and Architectural Preservation District Commission, and managing projects. The position requires a self-directed individual who has initiative and uses considerable independent judgment in decision-making. The Senior Planner supervises the part-time planning assistant and the summer intern, and reports directly to the Director of Planning & Development.

Candidates should have a minimum of four years of relevant planning experience plus master’s degree in planning/related field; strong communication, organizational and interpersonal skills; knowledge of principles/ practices of planning profession, including familiarity with state zoning and subdivision statutes; strong computer skills, including ability to use GIS technology and ESRI ArcMap; and ability to manage multiple projects/tasks.

In December of 2018, the Director of Planning & Development announced that he would be retiring from the position this coming July, after serving in that capacity since 1994. The Town began searching for his replacement in January, and after a three-month process selected the current Senior Planner to serve as his predecessor. As such, the Senior Planner position will be vacated as of July 1, 2019.

Department Mission/Composition

The mission of the Department of Planning & Development is to guide the development and conservation of land and resources in the Town of Ipswich, through the regulatory process, the development and implementation of long-range plans, and by undertaking planning, zoning, housing, economic development, historic preservation, environmental, and open space initiatives. In doing so, the Department strives to provide community-based, equitable, sustainable, resilient, and historically sensitive guidance for the Town’s future, where housing, recreation and economic opportunities are enhanced, the natural environment and historic resources are protected and promoted, and transportation mobility is sought.

The Department seeks to accomplish its mission by working collaboratively with the boards and commissions within its directorate:  Planning Board, Conservation Commission, Historical Commission, Zoning Board of Appeals, Housing Partnership, Affordable Housing Trust Fund Board, Open Space Committee, Agricultural Commission, Design Review Board, and the Architectural Preservation District Commission.

The Department of Planning & Development consists of nine permanent employees, of which three are full-time: (Director of Planning & Development, Senior Planner, and Conservation Agent) and six are part-time (Open Space Program Manager, Open Space Steward, Housing Coordinator, Conservation & Planning Assistant, Conservation Field Inspector, and Zoning Board Administrator. In addition, each summer the Planning Division hires a graduate planning student to assist with various planning initiatives.
