Development Review Services Manager – City of Portland

Department of Planning & Urban Development – The City of Portland, Maine, has an opening for a Development Review Services Manager in our City Planning Division. This is an opportunity to work with a great team on issues of sustainable development in one of the best small cities in the country!  The Development Review Services Manager manages a staff of professional planners, technical staff and/or consultants, and support functions to ensure the City’s development review program is effective, responsive to developer needs, accountable to the public, and adaptable to changing community conditions. Specific responsibilities include performing supervisory, administrative, systems development and development review work related to the administration of codes, regulations, ordinances, standards, and guidelines pertaining to development in the City to ensure the orderly growth and quality of life in Portland’s residential, commercial, historic and industrial districts.   The ability to understand, interpret and implement all technical, qualitative, and legal requirements within City codes, policies, regulations, standards and guidelines, as well as state and federal law in the areas of site design, civil engineering, landscape architecture, urban design, environmental design, architecture, storm water management, traffic engineering, neighborhood conservation, and other associated fields as they relate to the responsibilities of the position.  The selected candidate will have to have a strong record of working as first point of contact and communication for developers and the public who are seeking information and guidance about the City’s development review program.  The Development Review Services Manager reports to the City Planning Division Director.  This position requires graduation from a four-year college or university with a specialization in planning, public administration, engineering, architecture, landscape architecture, or other applicable field.  A graduate degree is preferred.  Considerable experience in systems development and implementation of public policy, administration and enforcement of municipal development review regulations and working knowledge of site development, architecture, landscape architecture or civil engineering.  Offers of employment are contingent upon the completion of a satisfactory criminal background check.   Salary range is $72,774 – $86,892/year.  Deadline for applications for this position is Tuesday, March 26, 2019.
