Request for Proposals – Town of Barnstable: Consulting Services for Short-Term Rental Regulations

The Town of Barnstable, Massachusetts is a premier national tourist destination, as well as Cape Cod’s largest year-round community (pop. 45,000) and economic center.  Barnstable is comprised of seven villages, each with their own character, seasonal influence, and land use traditions.  The Town faces serious challenges maintaining an adequate supply of year-round and affordable/workforce housing, with seasonal demand playing a major role in this dynamic.

The Town’s Planning & Development Department seeks proposals from consulting firms or teams to engage and assist the Town in developing regulations related to short-term residential rentals.  On December 28, 2018, Governor Baker signed legislation regulating and taxing the short-term rental of dwelling units in Massachusetts.  The Town of Barnstable seeks to review the Town’s zoning ordinance and other regulations pertaining to short-term rentals of residential properties.  Current regulations need to be modernized and revised for consistency with the new legislation and to give residents a clear understanding of what types of rentals are allowed in Barnstable.

RFP documents available on the Town of Barnstable Website, Bid & RFP System at www.townofbarnstable.us.  These services are expected not to exceed $45K.  Proposals are due to the Chief Procurement Officer no later than 3/14/19, 2pm.
