Planning Associate, HOME Program Manager – City of Newton

 

 

Overview:

The HOME Program Manager (HPM), under the supervision of the Director of Housing and Community Development, acts as the WestMetro HOME Consortium Administrator for the 13-community consortium, as well as the local project manager of HOME Program funds for the City of Newton. On behalf of the WestMetro HOME Consortium, the HPM ensures compliance with HOME Program requirements, maintains the local HOME Investment Trust Fund, works with member communities to establish and improve administrative procedures and policies, provides on-going technical assistance to member communities, and acts as the liaison with the Department of Housing and Urban Development (HUD). In addition, the HPM manages and administers HOME Program funds that the City of Newton receives on behalf of the WestMetro HOME Consortium that are allocated for Newton-specific affordable housing projects.

Essential Elements:

Duties include, but are not limited to:

  • Hold Quarterly Consortium Council Meetings, prepare agenda and meeting documents as required.
  • Continuously monitor program for compliance with HOME commitment and expenditure requirements.
  • Act as main point of contact for all WestMetro HOME communities program staff.
  • Administer annual Request for Proposal process for consolidated funds, CHDO set-aside and CHDO operating reserves. Including identifying funds for relinquishment and review of project proposals with the Consortium Council’s project review committee.
  • Annually, and as required for project commitment, conduct CHDO (re)certification and monitoring.
  • Provide technical assistance to all WestMetro HOME Consortium communities from initial project/program scoping through project completion. This includes holding scoping meetings, overseeing consultant to underwrite project, and approving all HOME program guidelines and commitment documents, requisitions and project close-out.
  • Oversee the annual monitoring of each member communities’ compliance for individual restrictions placed through HOME funding or regulatory requirements.
  • Periodically create, review and update HOME policies, plans and procedures, including the renewal of the Mutual Cooperation Agreement.
  • Periodically administer RFP for HOME Technical Assistant consultant.
  • Act as the primary liaison for the Consortium on HOME issues with HUD, and other federal, state and local agencies.
  • Assist the Director of Housing and Community Development and/or Community Development Manager in annual production of CAPER and Annual Action Plan, specifically as they relate to HOME program funding.
  • Assist the Director of Housing and Community Development and/or Community Development Manager in production of the Analysis of Impediments and the five year Consolidated Plan, as they relate to HOME program funding.
  • Manage HUD’s Integrated Disbursement and Information System (IDIS) for all HOME projects, including input of projects and programs at commitment, periodic status updates, and project close-out.
  • Manage and administer the City of Newton’s HOME Program funds that are allocated for Newton-specific affordable housing projects.
  • Develop necessary project scopes, budgets and contract documents related to the implementation of Newton-specific HOME projects.
  • Attend and participate in meetings and special events related to WestMetro HOME Consortium and City of Newton affordable housing concerns.
  • Serve as a clearinghouse for information related to the HOME Program and other affordable housing programs.

 

Qualifications:  The HPM position requires a Bachelor’s degree from a 4 year program and at least 5 years of experience in housing and community development, public administration or planning.

Starting Salary                 $72,058 – $74,220

Reports to:                     Deputy Director of Housing and Community Development
