Analytical Services Manager – MAPC, Boston

The Metropolitan Area Planning Council seeks a manager for its Analytical Services group, a unit within the Data Services Department that delivers maps, data, visualizations, and written analysis to support local and regional planning. The Analytical Services Manager will supervise a team of analysts charged with applying MAPC’s considerable data and technical resources to a wide variety of planning and policy projects, serving both internal and external clients. This position is ideal for an innovative and ambitious candidate passionate about helping communities and practitioners to understand and use data. The manager will have the opportunity to build relationships with colleagues across the agency and regionwide, and will lead initiatives such as preparation for the 2020 Census. Applicants must have strong quantitative abilities, fluency with common federal and state datasets, demonstrated project management experience, strong communication skills, experience in municipal or regional planning, and a strong commitment to regional equity and sustainability.


  • Ensure that MAPC planning projects are data-driven and impactful through the delivery of high quality mapping, data analysis, visualizations, and interpretive materials on a wide variety of planning topics. Serve as the principal point of contact for MAPC planning staff seeking project collaboration from Data Services. Collaborate with planning staff to define objectives, data needs, methods, budget, and delivery formats. Manage a team of junior and mid-level technical analysts in Data Services. Collaborate on the use data and maps in public engagement activities. Provide written analysis of findings and recommendations for inclusion in final reports. Present data and analysis in public meetings.
  • Inform policy and planning through custom data analysis and decision support tools. Provide direct technical assistance to municipalities, public agencies, and nonprofit organizations seeking data analysis, scenario modeling, sketch planning, and other decision support tools. Work with other MAPC staff and external agencies and organizations to design and improve such tools and protocols.
  • Train MAPC planners and other staff to handle basic data research, mapping, and analysis on their own, to ensure both the consistency and efficiency of planning and policy projects.  Monitor and advance the “data literacy” of MAPC staff.
  • Provide value to stakeholders by responding to routine data requests. Serve as principal point of contact for data requests from MAPC’s Executive and Deputy Directors, other MAPC departments, municipal staff, the press, and others. Quickly and efficiently identify relevant datasets and provide summary statistics or maps as requested. Identify key takeaways and track data requests and responsiveness.
  • Build relationships with municipal planning staff, state agencies, and community organizations to understand local data assets and needs. Through data requests, networking, and direct outreach, develop a stronger understanding of the datasets “most wanted” by municipalities and other local partners. Manage the collection of data from cities and towns.
  • Ensure a Complete Count for Metro Boston by coordinating MAPC’s efforts related to Census 2020. Serve as a conduit between the Census Bureau and local municipalities. Develop Metro Boston statistics and case studies demonstrating the importance of a complete count. Monitor potential changes in federal Census policy and advise the agency’s Government Affairs division on advocacy responses.
  • Promote and communicate the results of our work. Collaborate with other members of the Data Services team and MAPC’s Communications staff to create blog posts, visualizations, digital stories, websites, or other products that convey the process and results of our work. Seek opportunities for social media placement and earned media regarding MAPC’s data resources and analysis. Make public presentations of the department’s work.
  • Ensure the sustainability and effectiveness of the Analytical Services group. Manage a team of two or more technical analysts. Identify and prioritize opportunities for professional development, training, and infrastructure upgrades that will ensure adequate staff and technical capacity to conduct the work. Cultivate sustained funding of the Analytical Services team through successful resource development, including both grant funding and fee-for-service contracts.   • Conduct such other activities as may be necessary to advance the goals of MAPC and MetroFuture through research, data analysis, and visual or written communications.


The following are required qualifications for the position:

  • A Master’s degree in planning, economics, public policy, or a related field and at least 5 years of relevant experience, with progressively increasing responsibilities.
  • Demonstrated knowledge of planning topics such as land use, transportation, housing and economic development, environmental protection, and municipal management, especially with a lens related to equity and sustainability.
  • Demonstrated experience with data analysis, interpretation, mapping, visualization, report preparation, and/or presentations.
  • Demonstrated project management experience, ideally including budgeting and staff supervision.
  • Excellent written skills with experience writing planning documents, research reports, and technical documentation, and oral communications skills.
  • A proficiency with managing, analyzing and visualizing data using Microsoft Excel and ArcGIS.
  • Familiarity with diverse data sets from federal, state, and local agencies including the Decennial Census, American Community Survey, Bureau of Labor statistics, and Census Transportation Planning Package.

 The following are additional desired qualifications for the position:

  • Experience with planning and zoning activities in Metro Boston or elsewhere in Massachusetts.
  • Experience with the management of junior- and/or mid-level staff.
  • Working knowledge of Community Viz, R, Python, or PostgreSQL.

 Compensation and Benefits

The starting salary ranges from $72,000 to $82,000, depending on qualifications and experience. This is a full time exempt position.
