Community Development Planner – City of Newton

Position Title:  Community Development Planner

Department:  Planning & Development
Location:  Newton City Hall

Starting Salary Range:  $53,057-$56,289      

Reports To:  Community Development Programs Manager

Responsible for the management of a variety of local Community Development Block Grant projects, including, architectural access, public facilities, neighborhood improvements. Support efforts in advancing human services, Emergency Solutions Grant, the HOME Program and affordable housing projects and contracts. Evaluate community needs; coordinate project development with City staff, residents and elected officials, manage projects and contracts to assure successful completion and full compliance with federal laws and regulations.

Essential Elements

  • Administer up to $500,000 per year in contracts, providing technical assistance, eligibility and federal compliance reviews as needed.
  • Develop and implement extensive needs assessment processes to determine greatest community needs for target neighborhood, public facilities, and architectural access improvements.
  • Serve as project manager for neighborhood improvement and architectural access projects.
  • Responsible for knowing and enforcing federal regulations for all community development projects, including fair employment and civil rights laws and regulations, federal guidelines for public services and standards for management of federal funds. Responsible for periodic preparation and submission of federal records and reports to ensure compliance with regulations.
  • Serve as Labor Compliance Officer for the Housing and Community Development Division, ensuring compliance with the Davis-Bacon Act and Section 3.
  • Provide technical assistance to businesses, organizations, developers, residents, City departments and service providers in project implementation and federal compliance issues.
  • Collaborate with elected and appointed officials, residents, department staff and other City staff to plan and implement community services that meet the needs of the community.
  • Staff liaison to the Commission on Disability; attend monthly meetings and prepare reports.
  • Follow and adhere to department, City and government rules, regulations, policies and procedures.

Secondary Elements

  • Attend and participate in staff, department or other meetings. Serve on assigned committees, task forces. Plan and coordinate dedications and special events. Maintain required contacts to keep abreast of developments within field or areas of interest; liaison with community or other groups.
  • Assist in answering Community Development questions and inquiries.
  • Perform other duties as required.

EDUCATION and/or EXPERIENCE: Bachelors degree (B.A.) from a four-year college or university in city planning, public administration or related field, and/or three to five years related experience and/or training or equivalent combination of education and experience. Knowledge of planning and community development, or public administration and the operation of office equipment such as personal computers and computer software.
