The City of Pittsfield has an exciting opportunity for a creative, dynamic, and energetic individual to join it’s dedicated team in the role of Business Development Manager. 

The Business Development Manager shall promote and foster economic development, job growth, and capital investment within the City of Pittsfield by working to retain and grow existing businesses and by attracting new businesses.  The Business Development Manager represents the City, the Pittsfield Economic Development Authority (PEDA) and the Pittsfield Economic Revitalization Corporation’s (PERC) and will be the primary point of contact for business and economic development activities in the city.  This person will manage referrals and inquiries from businesses as well as individual entrepreneurs seeking to establish or expand their enterprise in the city.  The Manager will facilitate connections with other local, regional and state economic development organizations and agencies including identifying available incentives.

The incumbent shall report to the Mayor’s Economic Development Council, comprised of the Mayor, PEDA Chairperson, and PERC President, and Community Development Director.


  • Promote the growth of the city’s economic base and achieve the development goals and objectives of the City, PEDA and PERC.
  • Develop marketing strategies to identify, recruit and pursue business development opportunities. Develop strategies for assessing opportunities according to the job creation and capital investment potential, as well as the resources required to successfully capture the opportunity.
  • Establish, maintain and coordinate working relationships with existing commercial and industrial property owners and realtors to promote specific sites and opportunities. Develop and maintain a data base of available inventory in Pittsfield, including city owned real estate, and create a planning strategy to identify property for future business growth in Pittsfield, including infrastructure availability.
  • Develop a contact and referral program with local business owners to help facilitate business retention, expansion, marketing and recruitment.
  • Facilitate, advise, and guide businesses and developers in locating and accessing incentive programs and business development resources; as well as facilitating, assisting, pro-actively tracking progress in securing such resources and required permitting.
  • Produce materials, programs and events to promote business development opportunities and coordinate these efforts with the City, PEDA and PERC to present at business and economic development events inside and outside of the city.
  • Develop an ongoing understanding of local, regional and state workforce, demographic, cultural and economic characteristics and data.
  • Establish and maintain a collaborative and ongoing working relationship with the staff of the Department of Community Development, other city departments, PEDA and PERC as well as others who can assist with business development activities and/or are involved in development permitting.
  • Establish, maintain and coordinate working relationships with local, regional, and state business and economic development organizations and work force development entities.
  • Monitor and advocate for legislative activities and funding opportunities related to business and economic development.
  • Routinely report to and update the Mayor’s Economic Development Council, Boards of PERC and PEDA, AND THE City Council on business development activities and opportunities.
  • Performs all other duties as required or assigned by the Mayor’s Economic Development Council.


  • Minimum of a Bachelor’s degree in business or related field with an advanced degree in economics, finance, marketing or business/public administration preferred or a comparable combination of education and experience.
  • Minimum of five years, with eight or more preferred, of successful business development or direct sales experience including a background in prospecting and business development to a targeted audience and experience in establishing and maintaining client relationships.
  • Experience with marketing, public relations, and media including electronic marketing and social media.
  • Proven organizational skills including the ability to set and maintain budgets, establish and meet goals, and collaborate with a wide range of stakeholders and entities.
  • A self-motivated individual with the ability to work independently with minimal guidance and support.
  • Experience in private sector and/or public sector organizational management.
  • Ability to work seamlessly and productively with three distinct entities, the City, PEDA and PERC, including their management and boards.
  • Familiarity with the business and economic climate affecting Pittsfield businesses and recruitment opportunities.
  • Ability to understand and articulate complex business and public matters in writing and orally.
  • Ability to work effectively with and influence all types of people, including demonstrated skills in diplomacy, persuasiveness, resourcefulness, discretion, and negotiations.
  • A valid driver’s license is required.

Salary: $77,467 – $96,413 Annually

Hours generally Monday – Friday, 8:30AM – 4PM

Evening & weekend hours may be required.
