Salary: $28.60 – $33.00 Hourly

The Mission of Portland’s Bureau of Development Services is to promote safety, livability, and economic vitality through efficient and collaborative application of building and development codes.

THE POSITION:

The City of Portland’s Bureau of Development Services is actively seeking a City Planner I in the Urban Design section. As part of the Design and Historic Resource Review Team you will implement design goals and guidelines in a flexible but consistent manner. Urban Design City Planner I staff are responsible for and perform moderately difficult professional planning and urban design assignments. The Team reviews proposals for development subject to Design and Historic Resource Review and/or adjustments to development standards. The Urban Design City Planner I is assigned cases for review, and the Team meets regularly to discuss specific projects. The process involves applying discretionary regulations to issues pertaining to site, building and architectural design. This position may work with policy planners on other projects such as new area plans or the development of new regulations. The City Planners I – Urban Design will also meet the Bureau’s expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland’s community.  Fluency in a second language is desirable, but not required.

The current vacancy is in the Bureau of Development Services, Urban Design section. The eligible list generated from this recruitment may also be used to fill future vacancies in Bureau of Development Service (BDS) and Bureau of Planning & Sustainability (BPS).

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of theory, principles, and practices of urban design, urban planning, historic preservation, policy development, and design review practices.
  2. Knowledge of issues related to design review and planning, including architectural design, styles, historic preservation, and design of the public realm.
  3. Ability and experience presenting ideas and requirements clearly and persuasively, orally, visually/graphically, and in writing.
  4. Ability and experience interpreting and developing maps, plans, graphs and diagrams, using computers, software and applications pertaining to the work, as well as reading and interpreting architectural and engineering plans such as site plans, landscape plans, elevation drawings, and other architectural details.
  5. Ability and experience performing research and analysis, identifying applicable regulations/ policies, evaluating alternatives, and recommending effective courses of action.

Applicants must also possess a valid state driver’s license and an acceptable driving record at the time of hire.
