CONSERVATION AGENT
DEPARTMENT OF PLANNING & ECONOMIC DEVELOPMENT

The primary purpose of the position is to provide technical and administrative work coordinating the activities of the Conservation Commission, the Planning Board and the Planning Department enforcing all state and local conservation laws and regulations.  Responsible to perform complex administrative and professional work in program management, planning and regulatory work in Conservation and Planning, performs all other related work.

Performs varied and responsible duties requiring a thorough working knowledge  of  departmental operations and the exercise of judgment and initiative to carry out assignments independently, analyze situations and conditions, and determine appropriate course of action to recommend to the Conservation Commission, the Planning Board and the Director of Economic Development and Planning.

Works under the administrative direction of the Director of Economic Development and Planning and works under the policy direction of the Conservation Commission and the Planning Board with considerable latitude for independent judgment and action; assumes responsibility for developing and achieving departmental goals and objectives; actions and decisions are subject to oversight and approval by the Conservation Commission and Planning Board.  Requires the ability to plan and perform operations/inspections, and to independently identify, plan, and complete work to accomplish departmental functions. S/he responds to many situations not clearly defined by precedent or established procedures.

Works with the Conservation Commission to administer Massachusetts Wetlands Protection Act and associated regulations, responds to inquiries from the public, professional consultants and local agencies; reviews applications, request additional information, interprets relevant statues, regulations, ordinances and case law; corresponds with state regulators at the Massachusetts Department of Environmental Protections and other environmental agencies; organizes and conducts site visits, prepares technical information for board members, attends meetings, drafts permit decisions and maintains records; enforces wetland law, issues cease and desist orders and works with the conservation Commission and DEP to assess fines and force remediation.

Works with the Planning Board to administer the City’s subdivision control regulations  and Site Plan Review relative to conservation and wetlands issues; responds to inquiries from the public, professional consultants and local agencies, reviews applications for special permits and subdivisions; request additional information; interprets relevant statues, regulations, city ordinances and case law; organizes and conducts site visits; prepares technical information for board members, attends meetings, draft permit decisions and maintain records.

Works to update/maintain zoning ordinances and planning rules and regulations relative to conservation and wetlands issues, subdivision control ordinance and master plan; conducts research, drafts and revises documents and performs extensive public presentation work.

Works related agencies and the public to develop/maintain/ implement Open Space Plan and local wetlands ordinances.

Provides professional advice to the Conservation Commission and Planning Board on the Wetlands Protections Act, The Rivers Protection Act, Chapters 40A, 40B & 40R, subdivision rules and regulations, evaluation of plans, applications for special permits and variances, proposed zoning ordinance amendments, and decisions relating to all areas of community planning and development, wetlands and rivers protections and appeals to the Zoning Board of Appeals.

Administers Board/Commission activities; oversees compliance with Special Permit conditions; Order of Conditions, coordinates local review of private development proposal; may prepare agenda and schedule meetings; follows up on decisions and actions taken by the Board, may schedule and post meetings; coordinates Board/Commission activities with other city departments.

Maintains communications with the Planning Board and Conservation Commission to ensure that each is aware of all activities of the others; provides advice and makes grant applications on behalf of these entities.

Maintains contact with the Building Department, Board of Health, Department of Public Works and all other boards or departments related to land use.

Assists and advises landowners, developers and other interested persons making application to the Conservation Commission and Planning Board.

Monitors national, state and municipal community development trends and interprets such trends to the Conservation Commission and Planning Board; recommends priorities and projects for physical, environmental and economic development; maintains and updates planning data including land use maps, overlays, and statistical information; implements and oversees and keeps accurate files on projects approved by the Conservation and Planning Board.

Prepares and administers annual departmental operating budget; maintains complete records of expenses and accounts; works on projects as may be assigned by the Conservation Commission or Planning Board; assists members of the public with a wide array of development projects.

Assists  the Director of Economic Development & Planning by reviewing applications to Planning  Board, Zoning Board of Appeals, Conversation Commission, Historic Commission and other relevant regulatory bodies plans for conformity with appropriate provisions of the state laws and the ordinances of the City of Brockton; assist in preparing staff reports; assist in preparing Board/Commission decisions; drafting city sponsored zoning text and map amendments; assisting the public with questions regarding zoning text and maps;   and FEMA Flood Zone maps. Conducting site plan and development impact reviews; demographic and statistical analysis; conducting planning studies including, but not limited to:  Comprehensive District zoning, land use, open space, housing, economic development and transportation.  Applies professional skills and knowledge to planning projects and responsibilities such as collecting data and statistics, assisting in planning studies, performing preliminary analysis, preparing maps and reports, managing zoning files and GIS Database.  Serve as liaison to business and community organizations, coordinate events and initiatives.

Attends professional meetings of the Massachusetts Association of Conservation Commissions and other training sessions and meetings as required.

Performs similar or related duties as required, as situation dictates or as assigned by the Director of Economic Development & Planning or his/her designee.

 Bachelors degree in Environmental Science Planning, Public Administration, Natural Resource Management, or related field and two (2) years experience in wetland protections, land conservation, environmental management or related field; or equivalent combination of education and experience.  Professional Wetland Scientist (PWS) preferred, but not required.

 Valid Massachusetts Driver’s License and a dependable vehicle.

Knowledge of the principles, practices and procedures of planning and conservation management including applicable state and city ordinances as they pertain to land use and conservation, through knowledge of city zoning ordinances, subdivision rules and regulations, Wetlands and Rivers Protection Acts and applicable state statues, rules and regulations.

Ability to interpret regulations firmly, tactfully and impartially.  Ability to conduct independent research and interpret results.  Ability to communicate effectively in written and oral form, and to execute programs in a professional manner.  Ability to apply for and administer grant funded programs.  Ability to prepare and administer budgets and to read plans.

Ability to perform single and multiple tasks simultaneously; inspect construction sites; read and interpret legal, technical, and statistical information; and prepare and present reports; read and interpret engineering/construction plans; work independently, show initiative, solve problems; interpret technical data; critically analyze information; work cooperatively with Boards and Commissions and organize varying activities effectively; deal professionally and tactfully with appropriately with city officials, city employees, government agencies, the general public, attorneys, engineers, consultants, and project applicants.

Skill to communicate clearly and effectively in oral, written and graphic form; effective written and verbal communication, public speaking, facilitation and customer service, consensus building and dispute resolution; computer literacy in modern software applications including a working knowledge of vector based products such as Adobe products, GIS, and/or CAD, word processing, database management, spreadsheets; equipment use including digital camera, projector and field tools.

Minimal physical effort required when performing functions under typical office conditions; moderate to strenuous physical effort frequently in the field.  Often required to stoop, bend, reach, dig and lift.  Physical agility needed to access all areas of conservation lands, potential acquisitions, and project sites.  Employee may spend several hours at a time walking or standing.  Ability to distinguish fine color variations needed.  Employee occasionally lifts up to 10lbs.

Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.  Examples include operating a motor vehicle, using a personal computer or climbing a ladder.

Visual demands require the employee to constantly read documents for general understanding and analytical purposes.

Salary $67,784-$70,458, 5 step position, step increases on three year intervals until reach maximum step, position includes medical & other fringe benefits.

Brockton requires residency within 1 year of employment.  AA/EEO.
