JOB DESCRIPTION: The Maine Department of Transportation (MaineDOT) seeks an experienced and motivated manager to lead its eight-person Multimodal Planning Division. The position supervises the department’s public transportation programs, which include transit operations, passenger rail and ferryboat planning; its aviation program; and its bike/ped program. The position coordinates with MaineDOT’s Multimodal (capital) Program; with its Fleet Services and Multimodal Operations Divisions; and with its Freight and Business Services Office to identify, prioritize and program multimodal (non-highway-and-bridge) transportation projects, statewide. Candidates must be committed to serving Maine’s transportation customers, and able to learn quickly, manage multiple priorities, speak confidently in public, and communicate effectively with employees, customers, stakeholders, administrators and elected officials. Experience with federal regulation and grants administration is desirable. Among other duties, the position will:

  • Oversee Multimodal Planning Division staff (transit, aviation, and bike/pedestrian)
  • Ensure program compliance of federal transportation grants
  • Represent MaineDOT to various external groups, including elected officials
  • Serve as lead MaineDOT representative to specific federal agencies
  • Develop program budgets by mode, and prioritize and select projects
  • Serve as co-chair of the MaineDOT Multimodal Committee
  • Serve as project manager for multimodal planning studies and projects
  • Identify transportation system needs, and develop funding concepts and proposals
  • Administer performance measurement for multimodal transportation
  • Articulate policy positions for multimodal programs

MINIMUM QUALIFICATIONS: The position requires a minimum of twelve (12) years of training, education and experience, including progressively more responsible professional work in the transportation industry, or in another industry, with managerial responsibilities commensurate with this position.
