SUMMARY: This position reports to the Director of Inspections and Standards and is responsible for providing professional assistance to the zoning, housing and building boards of review, to include providing advice and consultation to the boards, interpreting zoning ordinances and performing responsible technical and administrative work necessary for the normal operation of the boards and the Division of Structures and Zoning.

DUTIES & RESPONSIBILITIES

  1. Prepares documents and cases and presents them to the zoning and building boards of review to ensure efficient and informed decision making by members of the boards.
  2. Prepares calendars for public hearings, sends notices as required, makes necessary inspections of properties involved, reports findings to board members, and assists the boards in conducting hearings.
  3. Advises design professionals, property owners, public officials, real estate professionals, and the general public on provisions of the Zoning Ordinance.
  4. Reviews plans for compliance to the Zoning Ordinance.
  5. Prepares official zoning interpretations, certificates, and other documents for building permit applicants to be relied upon for plan review and the issuance of permits.
  6. Supervises all office work and staff as assigned by the Director.
  7. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

. Master’s degree in planning from an institution accredited by the American Planning Association, or a Master’s or Bachelor’s degree in Architecture from an accredited institution; a minimum of three years of professional experience involving the interpretation of zoning ordinances in a complex, urban environment; or a combination of substantially equivalent education and experience.

  1. Working knowledge of real estate development, and conditions and circumstances affecting the valuation or usage of real property.
  2. Ability to read and understand complex zoning provisions.
  3. Ability to interpret ordinance provisions to design professionals, property owners, public officials, real estate professionals, and the general public.
  4. Ability to understand and operate the department’s software programs within three to six months of appointment.
  5. Proficient in Microsoft Office Suite.
  6. Ability to carry out complex clerical and administrative operations involved in the preparation for and holding of public hearings.
  7. Must possess excellent oral communication and writing skills.
  8. Ability to understand and carry out complex written and oral instructions.
  9. Must be able to perform all essential functions of the job.
