Comprehensive Permit Specialist – Monitoring

Assist with the interpretation and coordination of policies and actions relative to MassHousing’s role as project administrator in “Comprehensive Permit Programs for which Financing Is Provided by a Non-Governmental Entity.”

Implement Department of Housing & Community Development (DHCD) policies regarding the monitoring of compliance with Chapter 40B and related regulations and guidelines, including coordinating and/or acting as a liaison between MassHousing and other agencies, third party monitoring agents, lottery agents, and developers. Ensure compliance with applicable laws, regulations and/or Agency policies, standards and guidelines. Track and evaluate Chapter 40B monitoring process and practices for quality and effectiveness; make recommendations for improvements and initiate and conduct ad hoc reviews for compliance. Assist with development and implementation of policies, documents, procedures and training materials and opportunities for third party monitoring agents, in furtherance of the Guidelines.

Assist in identifying – and responding to – problem areas under the Guidelines. Implement DHCD policies regarding site evaluation and final approval processes. Assist with the administration of the application pipeline and monitor key milestones, documents, policies and actions relative to the Site Eligibility Approval and Final Approval processes.

Qualifications: BS/BA degree required; graduate degree in Law, Planning or Public Administration preferred. 5-7 years of experience (or 2-4 years’ experience with graduate degree) in housing or real estate development, permitting and land use regulation, particularly affordable housing and Chapter 40B. Knowledge of real estate and governmental programs. Strong organizational skills and the ability to work independently on multiple tasks simultaneously with little or no direct supervision. Excellent verbal/written communication and presentation skills.
