Come join a dynamic team seeking to develop and implement housing policies and programs for Maine’s largest city! In the past few years the City has initiated an inclusionary zoning ordinance and advanced zoning reforms to encourage housing development in appropriate locations, as well as pass tenant protection provisions and revitalizing the City’s Housing Trust. We need a great housing professional to work with City staff and the City Council to move that agenda to the next level. With the completion of a new Comprehensive Plan, Portland is looking to up the ante in the next few years, and we are looking for the right person to help make that happen.


The Housing and Community Development Division of the Portland Planning & Urban Development Department seeks a candidate to join our team working to provide decent, safe and affordable housing and to enhance the quality of life and building stock for the residents. Primary job responsibilities include planning and implementing the City’s housing policy and development initiatives, including developing policies and plans, evaluation of development proposals and funding requests, soliciting community input and development oversight. The ideal candidate for this position must possess excellent customer service and communication skills. Experience in housing policy, analyzing market trends, municipal planning principles and practices; knowledge of development regulations and standards of review; ability to work effectively with a variety of individuals, groups and organizations, ability to communicate effectively both verbally and in writing, administer complex programs in a clear and consistent manner, and familiarity with various computer software programs is required. Familiarity and experience with U.S. Department of Housing Urban Development Programs such as CDBG and HOME, the Low Income Housing Tax Credit and Historic Preservation Tax Credit programs is preferred.


A Bachelor’s Degree in Urban Planning, Public Administration or related field is required. A Master’s degree in Planning or a related field of study is preferred. Salary range $51,500 to $69,000 per year with a great benefit package.
