RFP – Billerica Comprehensive Master Plan Update

Request for Proposal Advertisement The Town of Billerica hereby solicits proposals from qualified individuals and firms with considerable experience in community design, land use planning, economic analysis and citizen involvement/participation to develop and complete certain elements of an update to the Town of Billerica Master Plan, pursuant to MGL Chapter 41 Section 81-D.   All respondents are required to respond in written form to the RFP and to submit documentation substantiating their qualifications to perform the services required.

The scope of the RFP is to complete a policy based, Townwide Master Plan Update. The Townwide Master Plan Update will define a community-based vision based upon broad based public participation. The scope of the Plan will contain a range of elements with specific emphasis on land use, facilities and transportation. Failure to provide such information may result in a proposal being considered non-responsive. Respondents are encouraged to create “teams” with other specialty firms.

The RFP’s may be obtained or examined at the Planning Board Office at Town Hall, Room G05, 365 Boston Road, Billerica, MA 01821, during normal business hours, Monday through Friday 8:30 a.m. – 4:00 p.m. For further information, contact D. Proposals are invited and will be received by the Planning Board Office, Town of Billerica, MA on or before 1:00PM on October 17, 2014at the above address.  Proposals delivered after the appointed time and date will not be considered.   Ten (10) copies of the technical proposal shall be submitted in a sealed envelope marked “RFP #MP-1 Technical Proposal” and one (1) copy of the price proposal in a sealed envelope marked “RFP #MP-1 Price Proposal.”   The Town reserves the right to cancel any request for proposals, and to reject in whole or in part any and all projects, when it is deemed in the best interest of the Town to do so.
