Supervising Planner (ID# 23644) – Parson Brinckerhoff, CT

Parsons Brinckerhoff has an immediate need for a Strategic Transportation Planner/Practice Lead to serve our Connecticut area. We are looking for a dynamic, innovative and experienced transportation/urban planner to lead our growing integrated planning practice in Connecticut and manage transportation/urban planning projects in the area, contributing to the overall northeast region. The candidate will lead the team that will integrate technical disciplines to solve the complex infrastructure issues facing modern society.  We need a candidate who will be a creative team player with strong communication skills, graphic capabilities, a keen understanding of the issues that affect the modern city, knowledge of sustainable infrastructure strategies and proven ability to manage public realm infrastructure and city planning projects.
  • Function as the planning lead and offer guidance in the design of major infrastructure projects and supporting agency involvement, permitting and public participation activities.
  • Manage large task assignments and small-scale projects for highway, rail and transit projects.
  • Perform complex analyses and studies, oversee and review work of other staff and sub consultants.
  • Manage tasks as part of project development, including plan and report production
  • Interface with planning and design staff in support of a growing urban planning practice
  • Provide overall direction, as well as participate in meeting and table facilitation as part of community workshops
  • Be available and able to travel regionally (usually 2 to 3 day segments)
  • Take the lead in building a transportation planning work program and team in cooperation with the Parsons Brinckerhoff Area Manger and Regional Manager for Planning, Environment and Traffic PET.

Job Requirements

Required Skills:
  • Ability to establish partnerships with internal and external project management, client representatives, government agencies, and other organizations.

  • Understanding of project budgets, administration, contracts and project management responsibilities.
  • Ability to market the skills of the planning practice
  • Ability to work in a corporate environment, communicating with a wide range of professional skill sets.
  • Ability to manage multiple staff on multiple projects
  • Working knowledge of NEPA, MEPA, CEPA and other New England environmental requirements.
  • Working understanding of US Army Corps of Engineers Section 404/10 and other federal permits is preferred.
  • Working knowledge of FHWA, FRA, FTA, FAA and local/regional agency’s transportation planning processes is strongly preferred.
  • Working knowledge of GIS and ability to use GIS for analysis purposes is of interest
Education Required:
Ten-fifteen years of relevant work experience in transportation planningand/or urban  planning. Knowledge of all disciplines in the planning, environmental and traffic group.  This position requires a Bachelor of Science Degree in Planning, Environmental or Social Science, Engineering or a related field.  A Master’s degree and professional registration (e.g., AICP, CNU, ULI, AIA) preferred.
