City of Woburn, EOE, pop. 38,000, budget $112M, seeks qualified candidates for position of Planner/Grant Writer in the Planning Department. Duties/Responsibilities: Under general supervision from Planning Director, performs specialized, technical, administrative, clerical tasks for processing zoning and subdivision applications/permits and related tasks in support of Planning Director, Planning Board and Redevelopment Authority; provides customer assistance for community development, planning, zoning regulations, researches, writes proposals for grants working with City departments/outside agencies; administers/monitors grants awarded; makes field inspections; administers programs/projects and related duties; assists in review of plans/files for compliance with subdivision and land use regulations; assists public/developers in filing applications for land use review; distributes applications to agencies and individuals concerned with development; compiles data and reports; prepares graphics, public notices; conducts routine reviews; develops special studies as directed; administers routine programs, projects; other tasks as assigned. Attends meetings as required, typically held at night, assisting at meetings, including taking accurate and complete minutes.
Qualifications: Required Bachelor’s degree in city planning, architecture, public administration, business or equivalent. Master’s degree in same preferred. Three or more years experience in planning, public administration, grant writing or related field of similar complexity/responsibility. Excellent communication/problem resolution skills. Knowledge of business communications, including proper/accurate English usage and business letter writing; basic record keeping principles and procedures and file record keeping systems. Knowledge of basic subdivision, planning/zoning processes/practices. Knowledgeable of applicable Federal, State, and local laws, rules, codes, procedures or process to research those laws. Knowledge of State and Federal grant regulations/procedures. Knowledge of resources for economic development and business assistance; knowledge of Massachusetts procurement laws/contract management. Knowledge of file record keeping systems. Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and QuickBooks or similar accounting software. Valid Driver’s License. Standard 32.5 hpw plus required attendance at Planning Board meetings; base pay: $44,000 annually; municipal benefits.
