Commercial & Industrial Development Manager – City of Worcester

The City of Worcester, the second largest city in New England, has an aggressive economic development agenda with over $2.2 billion in public and private investment planned or underway. As a center of commerce, entrepreneurship, and innovation, Worcester has redefined its identity and refashioned its urban form to accommodate the needs of a dynamic economy. Worcester continues its evolution into a leader in financial services, life sciences, information technology, and advanced manufacturing. The Executive Office of Economic, Neighborhood, & Workforce Development has an important role in planning for and supporting this growth. We are seeking a motivated professional to be part of this dynamic team.

The Commercial & Industrial Development Manager (CIDM) will be responsible for promoting and supporting commercial and industrial development activities in Worcester under the leadership of the Director of Business Assistance. Responsibilities include the development of new commercial and industrial space, fostering the growth of critical and emerging industry sectors in the City; implementation of brownfield remediation programs and activities, and project management for significant commercial and industrial development activities. The CIDM will also assist with business attraction/retention efforts, focusing on commercial and industrial properties; identify and inventory existing commercial and industrial space to provide site search assistance to existing and new companies; assist in the acquisition, disposition and marketing of city-owned properties for development purposes; and serve as project manager for the South Worcester Industrial Project and other commercial/industrial partnerships and initiatives. The CIDM will prepare presentations/materials/memoranda and represent the Business Assistance Division and the City at City Council meetings, community meetings, and in other public forums as required. The CIDM will perform all other duties as assigned to further the City’s economic development agenda.

The successful candidate will demonstrate strong oral and written communication skills; proven ability to work with diverse organizations/interests; direct experience with real estate development and project management; proven experience with brownfield remediation programs; an understanding of Massachusetts’ governmental structure and programs; experience in implementing commercial and industrial programs; and proficiency in Microsoft Word, Excel, and PowerPoint. Ability to work some nights and weekends as required.

Minimum Requirements: Bachelor’s Degree plus a minimum of six (6) years of experience in the field of or related to economic development, real estate development, business administration, finance, or public policy/administration. A comparable combination of education and experience will also be considered. Preferred: Master’s Degree plus a minimum of four (4) years in the field of or related to economic development, real estate development, business administration, finance, or public policy/administration plus public sector experience in mid- to large-city setting in economic development and project management.
