Community Development Coordinator – Town of Framingham

Basic Purpose:
Under the direction of the Director of Community and Economic Development, the Community Development (CD) Coordinator will be responsible for administering the Community Development Block Grant (CDBG) and HOME Programs on behalf of the Town of Framingham. The CD Coordinator will develop all materials relating to the application for and receipt of funding as well as the day-to-day management of the programs. The CD Coordinator will recommend to the Director, based on an understanding of and experience with HUD regulations, an appropriate and desirable allocation of federal funds in order to insure that projects are in compliance with HUD regulations as well as responsive to the maximum extent possible to the policies and procedures established by the Board of Selectmen. The CD Coordinator will supervise department staff and administrative operations. Employee is required to perform all similar or related duties.

Major Responsibilities:
1. Prepares proposed budgets for the allocation of CDBG and HOME funds, in consultation with the Director, and based on a Needs Assessment, public comment and the policies of the Board of Selectmen.
2. Develops an Annual Action Plan as well as a Consolidated Action Plan every five years.
3. Prepares required documentation for receipt and management of HOME funds through the WestMetro HOME Consortium.
3. Administers the CDBG and HOME Programs, including supervising staff and reporting on grant programs, activities and expenditures.
4. Oversees the work of subrecipients, which typically provide social or public services, to insure compliance with agreements entered into with the Town for the use of CDBG and/or HOME funds.
6. Works with municipal departments and quasi-public agencies, including those to whom CDBG funds are allocated for the construction of public facilities or infrastructure.
7. Responds to requests from the Director, Town Manager and Board of Selectmen for information relative to the CDBG and HOME Programs.
8. Coordinates warrant articles for Town Meeting including preparation of articles, meeting with standing committees as necessary, and submitting the proposed CDBG budget for approval of Annual Town Meeting.
9. Represents the Town with the WestMetro HOME Consortium.
10. Prepares the annual CAPER that reflects program performance during the prior fiscal year and success in meeting HUD national goals and priorities.
11. Advises the Director, Town Manager and Board of Selectmen on housing and community development programs and policies as necessary.

Job Qualifications:
Requires a Master’s Degree in Planning, Public Administration or related field plus a minimum of five years of experience with Community Development Block Grant and HOME Programs for an entitlement community. An equivalent combination of education and experience may be considered. Supervisory experience is preferred. Computer literacy with a proficiency in word processing is required; proficiency in IDIS is desirable. Excellent communication skills, both verbal and written, and the ability to exercise tact, diplomacy and maintain confidentiality are essential. Proven ability to work well with citizens, local officials and federal and state agencies is mandatory.

Education and Experience:
Must have a Master’s Degree in Planning, Public Administration or a related field and a minimum of five years of experience with Community Development Block Grant and HOME Programs for an entitlement community. An equivalent combination of education and experience may be considered. Supervisory experience is preferred.

Special Requirements:
Occasional night meetings are required.

Knowledge, Abilities and Skill
An understanding of and experience with federal regulations as they relate to the CDBG and HOME Programs are critical. An ability to be creative and flexible within the framework established by HUD for administration of both the CDBG and HOME Programs is highly desirable. An understanding of mortgages, loan documents, construction, and housing rehabilitation are important.
