Water Department Business Manager – Town of Westford

The Town of Westford Water Department (serving 16,000 users) seeks a Business Manager to be responsible for the professional, administrative, technical, and supervisory work related to the complete and overall operation of the Water Department business office. The position requires independent thinking and complex decision-making as well as a full understanding of municipal/enterprise fund accounting. 

Responsibilities include financial reporting, billing and accounts payable oversight, planning, organizing, budgeting, chemical purchasing, and procedure development for all business office personnel and accounting functions.  Responsible for providing leadership and direction to business office staff, including meter readers.  The position also requires (1) Organizational skills to meet deadlines, (2) Advanced communication skills to provide information to Water Commissioners, Finance Committee, Board of Selectmen and the public, (3) Ability to multi-task and coordinate on-going projects, and (4) Ability to compile, review, and interpret complex financial data in order to prepare clear and concise financial and administrative reports.  Works closely with other department staff and Town Departments as well as consultants, auditors and various water associations to meet Water Department objectives.

Required Education, Experience, and Skills:

  • Bachelors degree in business management, accounting or finance preferred with a minimum of 5 years of related experience.
  • Training in water distribution desirable. 
  • A minimum of five years experience and knowledge in business/financial management and municipal/enterprise fund accounting.
  • Excellent customer service skills and the ability to resolve occasional customer disputes. 
  • Ability to prioritize work to meet schedules and deadlines. 
  • Excellent verbal, written, communication and supervisory skills.
  • Computer skills (i.e., MUNIS, Inc) required for completing billing, collections and payroll experience preferred.  
  • Knowledge of pertinent federal, state and local laws, codes, and regulations.
  • Expertise in sourcing, pricing, negotiating, and purchasing goods and services required by the department.
  • Valid driver’s license required.
  • Salary range: $47,534 – $65,893
